`tauopt.engine.strategies`#

Suggestion strategies: each owns the full suggest step (model fit + acquisition construction + acquisition optimization) at one altitude.

Built-ins resolve through the lazy registry (pin P3: math deps import only when a strategy runs). The never-fail ladder (pin P6) descends gp_ei -> ucb_cl -> sobol -> random (multimetric: gp_nehvi -> sobol -> random), with every fallback recorded in provenance.
